PUBLIC MEETING NOTICE 

A meeting of the Llano Estacado Regional Water Planning Group (LERWPG) will be held Thursday, March 17, 2005 at 10:00 a.m. in the A. Wayne Wyatt Board Room at the High Plains Underground Water Conservation District No. 1 office, 2930 Avenue Q, Lubbock, Texas 79411-2499.

1.          Call To Order and Welcome by Chairman H.P. Brown Jr.

2.     Roll Call of members to establish quorum.

ACTION ITEMS:

3.     The LERWPG will consider approval of the January 20, 2005 regular meeting minutes. 

4.         The LERWPG will consider approval of the Financial Statement.  

5.          The LERWPG will hear a report from the by-laws subcommittee regarding procedures to add new members (other than filling vacancies) to the regional water planning group. 

6.          The LERWPG will consider filling the vacant water utility position. 

7.                  The LERWPG will hear a report from the environmental committee.  

8.                  The LERWPG will hear a report from the agricultural water conservation committee. 

9.                  The LERWPG will hear a report from the policy committee. 

10.              Technical Consultant Dr. Herb Grubb with HDR Engineering will present drafts of the following Sections of the Initially-Prepared 2006 Regional Water Planning Report:

A.           Regional Water Planning Report Outline;

B.           Report of Meeting with Region O Municipal Water User Groups on February 17, 2005;

C.           Municipal Water Conservation Water Management Strategy;

D.           Irrigation Water Conservation Water Management Strategy, (From Agricultural Water Conservation Committee); and

E.           Water Management Strategy for Cities with Projected Needs (Shortages). 

11.              The LERWPG will discuss the schedule and timetable to complete the Initially-Prepared Plan for submission to the Texas Water Development Board by June 1, 2005. 

COMMITTEE REPORTS AND OTHER INFORMATION:

12.              The LERWPG will hear a report from a Texas Parks and Wildlife Department representative regarding in-stream flows and unique river segments in Region O. 

13.              The LERWPG will hear a status report from Consultant Dr. Herb Grubb with HDR Engineering, Inc. 

14.              The LERWPG will hear a status report from LERWPG Project Manager Temple McKinnon of the TWDB. 

15.              Report From Regional Planning Group Liaisons

Region A – Kent Satterwhite

Region B – Ches Carthel

Region F – Harvey Everheart

Region G – Terry Lopas / Tim Fambrough
